Gábor is a partner attorney specialising in environmental law, energy law and public procurement law at Paksi Law Firm, andhead of the Environment Group and the Project&EnergyGroup.
He is a qualified environmental lawyer and company lawyer, and is a lawyer registered as an accredited public procurement consultant. He has two decades of experience in the full range of public procurement procedures, primarily in environmental (water quality, waste, remediation, flood protection), energy (solar, biomass, biogas, energy efficiency), infrastructure (road, road and rail bridges) and building construction projects. He has extensive experience in the preparation and conclusion of FIDIC construction contracts, FIDIC contract performance and legal advice on EU grants.
Gábor is a member of the Board of the National Association of Public ProcurementConsultants, and head of the Green Working Group. He is an invited lecturer at the Department of Civil Procedural Law of ELTE, lectures at the ELTE Jotoki Public Procurement Lawyer course and at the Corvinus University of Budapest, where he is a public procurement manager. Gábor is a PhD student in the field of environmental protection at the National University of Public Service.
Gábor participated in the drafting of the Code of Civil Procedure and in the work of the working committees on the subject. From 2019 to 2024, he is an environmental partner attorney at PROVARIS Varga&Partners Lawyers Association.

Melinda graduated from Eötvös Loránd University Faculty of Law in Budapest, Hungary with a JD Degree (summa cum laude) in 2016.
During the autumn semester of the 2014 academic year, Melinda was an Erasmus scholar at the University of Helsinki Faculty of Law in Finland, where she studied International Law, EU Law and EU Consumer Law. During his law studies she was a demonstrator in the Department of Civil Law for one year.

Dr Katalin Sulyok is helping the team of Paksi Law Firm as an external consultant on matters of international, EU and domestic environmental law.
Dr Katalin Sulyok is a leading scholar in environmental law in Hungary. She is currently Assistant Professor in Environmnental Law and International Law at ELTE Law School. She holds a summa cum laude law degree from ELTE Law School and a Bachelor’s degree in Biology. In 2016 she obtained an LL.M. degree from Harvard Law School as a Fulbright Scholar. She earned her PhD in International Law in 2018, and her habilitation in 2024. Her main research areas include environmental adjudication, causation in law, human rights-based protection of the environment, the case law of the European Court of Human Rights, environmnetal liability, and climate litigation.
At ELTE Law School, Dr Sulyok is responsible for teaching the main, obligatory lecture course on Environmental Law, which combines questions of domestic environmental law and EU environmental law and policy. She is also teaching subjects on international environmental law and climate law. In 2024, she was appointed as Visiting Professor in International Climate Law at Vienna University. Since 2014 she has been Chief of Staff and later as Chief Legal Advisor at the Office of the Ombudsman for Future Generations.
Her PhD dissertation was awarded Pro Dissertatione Iuridica Excellentissima Prize by the Hungarian Academy of Sciences and the Henry Wheaton Prize given by the Institut de Droit International. Her dissertation will be published by Cambridge University Press as a monograph entitled „Science and Judicial Reasoning: The Legitimacy of International Environmental Adjudication” in 2020. Dr Sulyok is publishing in leading interantional journals and a regular speaker at international conferences regarding subjects related to environmental law and climate law. She was a Visiting Leibniz Fellow in the Max Planck Institute in Heidelberg, and in a Visiting Scholar at the Lauterpacht Center and C-EENRG Center at Cambridge University, and at Sorbonne University.

Attila is an Environmental and R&D&I Grant Consultant at Paksi Law Firm. He earned his degrees in economics and marketing specialization, as well as environmental management, from the University of Pécs and the University of Amsterdam. Additionally, he has mastered the Circular Economy Thinking methodology supported by the EU EIT-Climate-KIC organization.
He has over two decades of experience in developing and implementing EU-funded innovation projects, managing environmental investments, analyzing environmental policies (e.g., EE, ErP, RoHS, REACH, Minamata Convention, WEEE), and EU advocacy. In connection with these, he has contributed to rethinking numerous business models, conducted cost-benefit analyses, and performed organizational carbon footprint calculations.
Key professional achievements:
- Effective review of the Minamata Convention and the RoHS Directive, as well as the renewal of 25 RoHS exemptions representing the entire European lighting industry.
- The BodenTypeDC project (Horizon 2020), developed in the field of data center energy efficiency, won the Data Centre Dynamics award.
- Co-authored several studies on renewable energy, eco-innovation support policies, and the interconnections between climate change and critical infrastructure.

István is a lawyer specialising in environmental, nature conservation, waste management regulation and administration. He has worked for two decades in the environment and nature conservation administration, as legal adviser to the Ministry’s Nature Protection Office, then deputy head of the legal and regulatory department of the changing Ministry, then head of the department and deputy state secretary for administrative and legal affairs, and between 2002 and 2006 he was a senior government official.
